MUMBAI – The Borivali Police have registered a First Information Report (FIR) against three individuals, Fazila Mukhi,Aqeel Mukhi including fashion designer Riyaz Ganji, following allegations of extortion and underworld threats on the basis of company filled by a local real estate developer Sameer Ganesh Bhupe (Navkar Builders based in( Borivali).
The case, which centers on a high-stakes dispute over a flat delivery, also names Aqeel Mukhi and his wife, Fazila Mukhi and Fashion Designer Riyaz Ganji as co-accused.
According to the complaint filed by Sameer Bhube, owner of Navkar Builders, the conflict escalated on January 7, 2026. Bhube alleges that Aqeel Mukhi placed a call from a Dubai-based international number, claiming to have active links with underworld “Bhais.”
During the call, Mukhi allegedly demanded an extortion sum of ₹1.50 crore. The FIR states that the accused issued a chilling ultimatum: failure to pay the amount would result in the targeted killing of the builder and his family members.

The complainant Sameer Bhube further alleged that fashion designer Riyaz Ganji played a pivotal role by misusing his social and political influence. Bhube claims Ganji attempted to weaponize administrative channels, specifically through the Slum Rehabilitation Authority (SRA), to stall the developer’s ongoing projects as a means of coercion.
A Web of Cross-FIRs
The legal battle appears to be a “cross-case” stemming from a property transaction at the Royal Green Project in Marol, Andheri East.
Earlier in April, Fazila Aqeel Mukhi—a Dubai-based NRI—had filed an FIR against Sameer Bhube at the Oshiwara Police Station, citing significant delays in the possession of her flat. Bhube’s recent FIR at Borivali is viewed as a counter-offensive, detailing the alleged criminal intimidation that followed the initial property dispute.
Speaking exclusively to Hello Mumbai News, Sachin Saste, Police Inspector at the Borivali Police Station, confirmed the development.
“We have registered an FIR against three persons based on the complaint filed by developer Sameer Ganesh Bhube. The charges include extortion, defamation, and acts committed with common intention. The accused have been booked under Sections 308(4), 356, and 3(5) of the Bharatiya Nyaya Sanhita (BNS). While our investigation is active and underway, it remains premature to comment on specific findings. We will proceed strictly on the basis of facts and evidence,” Inspector Saste stated.
The police are currently verifying call records and digital evidence related to the alleged Dubai-based threats. No arrests have been made at this stage
