One of the most significant announcements is the increase in credit guarantee coverage for MSMEs.
📌 Budget 2025 allocation: ₹12,000 crore (+33%) which was ₹9,000 crore in Budget-2024
✅ Credit guarantee limit increased from ₹5 crore to ₹10 crore, unlocking ₹1.5 trillion in credit over the next five years.
✅ Reduced guarantee fees and lower interest rates, making borrowing cheaper.
✅ This is expected to enhance working capital, encourage business expansion, and improve financial stability for MSMEs struggling with cash flow constraints
b) MSME Tax Reforms & Compliance Simplifications
📌 Turnover limit for presumptive taxation: Increased from ₹2 crore to ₹3 crore for MSMEs (+50%)
📌 GST registration exemption: Raised from ₹40 lakh to ₹50 lakh
✅ Faster tax refunds and reduction in GST compliance to reduce administrative burden.
✅ Digital invoicing incentives to encourage formalization and transparency.
✅ Reduced tax burden for MSMEs with an increase in the turnover limit for presumptive taxation from ₹2 crore to ₹3 crore.
c) MSME Infrastructure & Market Access
📌 Industrial cluster development fund increased in Budget 2025 to ₹30,000 crore (+20%) against ₹25,000 crore in 2024
✅ Strengthening of industrial clusters, MSME parks, and digital infrastructure to improve productivity.
✅ Government e-Marketplace (GeM) procurement from MSMEs set to increase from ₹2.1 lakh crore to ₹2.7 lakh crore (+28%).

a) Fund of Funds & Startup Financing
📌 Startup India Fund of Funds (2024): ₹10,000 crore
📌 New Startup Fund of Funds (2025): ₹12,500 crore (+25%)

✅ New tax incentives for angel and venture capital investors to boost funding.
b) Tax Benefits & Exemptions for Startups
📌 Tax exemption for eligible startups: Extended from March 2024 to March 2027
📌 Angel tax exemption limit: Increased from ₹25 crore to ₹50 crore (+100%)
✅ 50% reduction in patent filing fees to support R&D-driven startups.
✅ New Startup Digitalization Grant of ₹5,000 crore for AI, deep-tech, and automation startups.
3. Women Entrepreneurs: Inclusive Growth Measures
a) New Loan Scheme for Women-Led Startups and MSMEs
📌 Budget 2024 allocation: ₹6,000 crore
📌 Budget 2025 allocation: ₹7,500 crore (+25%)
✅ New financial assistance scheme for first-time entrepreneurs including Women Entrepreneurs, SC/ST and rural backgrounds.
✅ Term loans up to ₹2 crore for women-led businesses with 2% lower interest rates.
b) Financial & Digital Inclusion for Women
📌 2024 allocation for Women Digital Skilling: ₹3,500 crore
📌 2025 allocation: ₹5,000 crore (+43%)
✅ Digital banking & financial literacy programs for 10 million women entrepreneurs in rural areas.
✅ Incentives for women-led businesses in e-commerce and international trade.
4. Sustainability & Green Initiatives for MSMEs & Startups
📌 Green MSME Fund (2024): ₹8,000 crore
📌 Green MSME Fund (2025): ₹10,500 crore (+31%)
✅ Tax benefits for MSMEs adopting green energy solutions.
✅ Zero import duties on solar components and EV battery materials.
